Paper-dropdown-menu expansion height limited by enclosing core-collapse

core-collapse does have a 'fixedSize' attribute (defaulting to false).  When false it should try to size itself using auto to determine the natural size for collapsing/expanding.  However, it seems to determine this size using the unexpanded enclosed dropdown menu heights.  

Has anyone run into this issue and figured out an elegant way around it?

The cause of the issue is the dropdown is nested inside the core-collapse by default, so it sizes according to the dimensions of the core-collapse. I just added a "layered" attribute to paper-dropdown-menu#master to handle this case. Note that with "layered", the dropdown will not scroll together if its scrolling container scrolls.
