We have a starter project for Chrome Apps here: https://github.com/PolymerLabs/polymerchromeapp. It has some instructions for how to deal with the CSP restrictions in the README.

As for working with Google Sheets, there's the <google-sheets> element over on Google Web Components. That element can load both published and private sheets.
