Please add core-footer-panel element to the mix

There are various well known "CSS hacks" to get a fixed footer, like this one.

Would be nice to get the same kinds of effect from the header panel mirrored in the footer panel so you can choose between those modes or even combine them.

Thanks for the help Rob. However, how you would go about replicating the flexbox behaviour shown here, in a core-header/drawer panel?

Thanks again Rob. Unfortunately, the code doesn't quite replicate the behaviour to the link I posted. I raised a question on stackoverflow, it probably makes it clearer to what the issues are.

Hey guys, 
I’ve been locked out from posting to stack overflows for YEARS! I have made 2 questions and answered ONCE! Which got a +10 vote up, but still I’m told that I had "bad behavior” and have been "locked out”.
Tried to write to the admin board to resolve this, but no reply Any idea how I can resolve this?
