Web Animations Polyfill under the hood...what's going on?

I've briefly looked at the code, but still can't figure out what's going on inside the polyfill...maybe someone could just tell me :)

Does the polyfill use css3 transformations/transitions to execute animations? Or something else?

If I remember correctly, it's based on requestAnimationFrame.
