CSS animation-delay property

I created a Polymer element that has an animation delay in its CSS, but the animation delay is being ignored in the element. This seems to work in a raw HTML file with the CSS in the style tag, but not in the Polymer element. Is this a bug?

.spinner .bounce2 {
  -webkit-animation-delay: 0.16s;
  animation-delay: 0.16s;
}

I haven't verified this, but it's possibly related to: https://github.com/Polymer/platform/issues/53

Which is for transition-delay/animation-duration. Ultimately, it looks like a a Blink issue:

What Eric says. Until the blink bug gets fixed, you can workaround this by specifying animation-duration as well as animation-delay in the CSS class.
