Want to contribute to Polymer ... but I'm not really a good developer yet, what should I read to be able to contribute?

I really like Polymer, I love it in my own project and I'd love to be able to fix bugs that I'm seeing in some elements from the catalog but I don't feel confident enough to fix them (I could try but I'm sure my solutions will suck compared to what the pros at Google come up with). I really feel like I should read some programming books in order to be able to contribute to the repository. Any recommendations what I could or should read?

Also, I'm curious if certain elements don't have mixins or custom properties for a reason? Such as paper-scroll-header-panel. It should have a custom-property to adjust the tall-class' height in my opinion. I'd like to suggest a change for that element. Never really used github, is it ok to submit a change (pull request?) for this? Or are these things the way they are by design?
