Newbie: Header panel with toolbar and tabs, how do I prevent tabs from disappearing when I scroll?

Do I do it manually with css position:fixed or are there specific layout attributes to control this?

Are you using core-header-panel? It shouldn't scroll away by default: http://jsbin.com/zirex/8/edit
