Polymer 1.0: observer vs. notify

I'm trying to understand the difference between "observer" vs. "notify" in Polymer properties block. The online documentation does not seem to elaborate on them. I know that "notify" will generate an xyz-changed event (which I guess can be used for external notifications)

Could someone explain this to me.
