Any group of one or more people who can relatively strictly follow a(ny) process for 'documenting' design is great. 

But I suspect that what works for one group is not at all likely to be successful for any other group. 

And that there are very few groups with an actually good process. 

Personally i think the only potentially successful approach is to have ai-agents be heavily involved, as an i formation Panopticon. Not saying i *like* that, but empirically it is the only thing to date that could really work at scale (a hadwaving claim, yes).

At the moment, most AIs will ignore architecture docs when implementing new features. Unless you remind them continually, they don't prioritize architecture. They follow existing code structures insofar as doing do results in smaller edits, though.
