This is not the first time PIEP had some problems. Around 20 years ago, it has also a problem and PIEP offered lifetime membership for P10,000. I paid my P10,000 and now I am a lifetime member.
I got two (TWO) (II) Certificates of Good Standing one from each of the splintered groups. One was correctly issued for my Environmental Planner License number and one group issued me a Certificate of Good Standing for my Chemical Engineer License. Anyway I am writing a letter to PRC questioning the legality of requiring the PIEP Certificate of Good Standing for ID renewal. This is contrary to sec 1-e and 2-d of PRC resolution no. 1089 of 2018. Abangan.
How I got my message to the two groups? The two groups seems to be still reading the piepm...@googlegroups.com.
If you are not a lifetime member, you may have to pay P1,000/yr membership fee. To what group you should pay? Well if you have spare cash and feel throwing P1000 away, you may just pay P1,000 to each group and hoping to get a refund from the one of the groups later.
If you are careful of your cash here are some of the points (I) who among the groups is recognized by the PRC ---in other words you pay but PRC will not honor the Certificate of Good Standing that group issued to you (ii) who is the one recognized by the Securities and Exchange Commission –normally the General Information Sheet—received and reviewed by SEC is needed. I don’t know if both groups have filed and secured a review by SEC of their respective GIS (iii) you may need an official receipt to substantiate your payment—the official receipt after it is printed has to be registered with BIR. Normally, BIR will require the GIS, Certificate of Incorporation, By Laws and Articles of Incorporation. Well there might be old receipt booklets that are not yet expired and each group may access to those booklets. (iv) the GIS, Secretary Certificate, Certificate of Incorporation, By Laws and Articles of Incorporation are requirements for opening, operating and closing bank accounts together with additional ID the bank may require. However, if the organization has an active account the Bank may just require the GIS and the secretary certificate duly notarized, to update the signature card for authorized signatures to withdraw and issue checks (v) since PIEP is a non-stock, non-profit organization—tax exemption certificates maybe needed (vi) SEC, PRC, and BIR may require the two groups to submit an audited financial statement for each of the fiscal year and (vi) any court decision, cases filed
Above are red tapes if you look at the normal years. However, to protect your money, I would strongly suggest to require the group that you will be dealing with to send you a copy of the above items.
Otherwise, join the third group of free, independent, and sovereign Environmental Planners that does not belong to any of the two groups or third groups. Environmental Planners who practice their profession for the interest of society and bound by its conscience and in service to God and country. After all when you look back to the previous years you might ask the question—what has PIEP done to assist your and our profession other than making it difficult to practice or getting your PRC ID by requiring you to secure the certificate of good standing.
