Request for comments and suggestions

My dear colleagues in environmental planning profession,

I think our profession is at the center on how the policies, plans and programs would evolve as land use planning and other aspects of environmental planning have significant impact on surface runoff. With free time on my retirement, I have knocked some potential approach to the problem that I am attaching.

The NAST is kind enough to schedule presentation and discussion of the attached file on Friday September 19 by zoom, you tube and Facebook. I intend to submit the file to NSAST next week and I would appreciate getting some comments and suggestion from my colleagues in the profession.
