I think it is better to comply with the PRC rules and regulations concerning APO specifically section 1-e of resolution 1089 of 2018 as copied below:

And sec 2-d which states:

Note it is not having a license but PIC that will be counted the membership for initial accreditation of the association for APO. For both competing parties of the PIEP, it is a race to get your followers their PICs and have it counted. One way out might be an election certification carried out by PRC or an independent commissioner appointed by the courts to determine and the voting might be based on PICs.
As I mentioned earlier, it is only the PIEP that required a certification of good standing to get the PIC among the APOs. How it got there I don’t know.
On behalf of the members especially those like me that don’t want to get involved in SPOs (splintered professional organization) I am writing a letter to PRC asking for an explanation as to how PIEP got that requirement in direct contradiction and violation of its own rules and regulations. As far as the PRC webpage is concerned there is no amendment to that resolution.
I already got a certificate of good standing from two parties in our SPO . One is for my EnP license and the other one issued by the other party for my Chemical Engineering license. Is there a third and fourth party in our SPO?
Well, the PICs and PTR and in the case of PIEP Certificate of Good Standing are red tapes. In parting let me again post my favorite quotes on governance :

The PIEP is presently having serious institutional problems as there is another group claiming to be the legitimate national board of directors and offices. The present leadership is trying to resolve the issue but it is taking longer than wished for. I hope you're able to renew your PRC license.

My PRC ID is expiring soon. I have three professional licenses and it is only the PIEP who asked PRC to require certificate of outstanding membership. It was a big hassle as I have to get back to my house, send an email to secretariat, print the certificate, set another appointment with PRC and drive back to PRC office in Las Pinas with all the traffic mess. I wanted to avoid the same problem.
I sent an email to the secretariat a few weeks back and never got any reply. I sent the message to our blog, got a reply from an email called president of PIEP ( who did even bother to give his name) that the certificate is still required. Then I got message from one of the set of PIEP Board of Directors that they could issue me my certificate of good standing.
Who is the set of Board of Directors recognized by PRC, by SEC , the courts, ? There could be three or more sets ?
