For me, access denied is usually because the connection can't be
established.
Which either is because a firewall is blocking the connection, you are
connecting somewhere else than ftp (see Flavio's comment), or you don't
have network connectivity between the machines.
It would be nice to see a dump of the actual output maybe.
Also, if you have some configuration, and you've given username/password
information, make sure it's correct.
Finally, if this really is connecting from the Windows-machine where
also the simh instance is running, there can be problems with talking
between those two specific hosts. Sometimes there are just a bit of a
problem with that specific connectivity.
As for checking patch level, see /VERSION (it's a file)
