I too have a paper tape from my university days and was wondering what was on it.  I notice the spacing on paper tape is .1 inches which is identical to normal perf board so was thinking to see if I could use that as the template for a reader.  I was thinking some black paint and some finer optics to some photo diodes might just do it and maybe 3d print some spools for the makeup reel. If I get the time/motivation going I’ll let the list know how it goes.
