[DISCUSSION][PSR-11] Type Updates

We've had a couple of PRs on the php-fig/container repository ready for the 1.1 and 2.0 releases, per the PSR Evolution bylaw (https://www.php-fig.org/bylaws/psr-evolution/).

- https://github.com/php-fig/container/pull/20 would target 1.1, and adds parameter typehints, as well as updates exception interfaces to extend the Throwable interface.

- https://github.com/php-fig/container/pull/28 would target 2.0, builds on #20, and adds return typehints.

As both David Negrier (original editor) nor Mathieu Napoli (current editor) have indicated they do not have time currently to push these forward, as a CC member, I'm opening the discussion period, and, in two weeks, will open a vote (assuming we have addressed any reported issues/problems with the patches).

I think we also need a PR to the spec and metadoc to make a note of the change. (See the PSR-6/13 PR sets.)

It was what prompted the PHP Evolution bylaw discussion and ratification. :)
