in phpdocumentor's phpdoc documentation it's stated that @see tag does have inline syntax:
Syntax
@see [URI | FQSEN] [<description>]
or inline
{@see [URI | FQSEN] [<description>]}
http://docs.phpdoc.org/references/phpdoc/tags/see.html#syntax

why does psr-19 omits it?
imo, this is very useful feature, i'm convinced it should be allowed

what is the reason to exclude it from standard?

Hopefully this is just part of the early draft process and more work will be done to fully detail the already supported functionality to make it part of the standard. i'd hate to see existing features omitted from the PSR. That basically means phpDoc has two options:
  1. Drop functionality many people find useful.
  2. Ignore the PSR, defeating its purpose.

Correct... things were being pared out of the doc initially, in an attempt to get consensus on a minimum baseline of items.  Restoring some things would follow, as well as potential new things.
