[PSR-7] Header validation errata

Hi, all!

Tim Düsterhus has proposed errata on PSR-7 related to validation of header fields, based on updates to the HTTP specifications as well as observation of CVEs related to invalid header fields that are improperly handled:

We've already had a fair amount of feedback on the proposed errata, and it it looks to be in pretty solid shape.

At this time, as Editor of the spec, I am opening the requisite 2 week discussion period before calling for a vote.
