[Phalcon] Voting member change request

I am one of the members of the core team for Phalcon (https://phalconphp.com/en/team)

Our colleague Andres (current voting member) is currently taking some much needed time off, therefore I was wondering if I can become a voting member until he returns.

Unfortunately our bylaws require a confirmation from the previous representative; is he unable to do that? How long will he be unreachable?

Keep in mind that the next elections will be held in August.

It has been a while since I had communication with Andres. Not sure how busy he is or how long he will be unreachable. I can wait until August and submit an application then.

I've reached out to other folks on the Phalcon team. 

If they can confirm that this change is the consensus of the group, or if Andres gets back to us to name you as a replacement, we'll make the change.
