[PSR-5] Reboot

Hi all, 

After a very long time of silence around PSR-5 I would like to pick up the task to give the idea a reboot. In the past year I had a call with Larry and Ken to share thoughts about a possible restart. 

Ken is currently sponsor of the PSR-5 proposal, and I'm part of the working group. Unfortunately Chuck, who was editor of the proposal did step back, and when he did, he asked me to take over the roll of editor. So here by I would like to get your votes to take over the role of Editor, so we can proceed with writing a standard for phpdoc-blocks. 

I will create a new PR on the repository to update the meta document according to the direction change we have been talking about during the calls and conversations that already took place. 

Please let me know if you are interested in joining the working group.

I'm interested. Though, I think that this particular thing should be PER (because there may be many @tags that not presented yet, but will become a thing in the future)

I did an update to of the PSR-5 meta data. https://github.com/php-fig/fig-standards/pull/1338

@LeTraceurSnork, please read the meta-data, as it has been updated in the previous edits. PSR-5 no longer includes the tags, but just describes the format. My approach will be to make it more abstract to make it more like a specification for parsers rather than a tag description. You are correct, that would be better covered by a PER. Which I will propose once we get the PSR-5 standard approved.
