[Internals] Merge, Access and Tagging Policy

Hi all,

As a result of recent confusion over management of the main repository I've drafted up a merge, access and tagging policy that can go in the CONTRIBUTING.md file.

If anyone has any comments, I'd appreciate them (made there or here); otherwise I think we can get this merged at the end of the week. I'd ask all those with merge access make themselves aware of its contents.

It is based on rights and responsibilities dictated in bylaws and under the following core principles

1. You should only touch stuff that relates to you

2. Editors have the final say over specs in draft stage

3. Approved specs shouldn't be touched except for circumstances allowed in bylaws, and secretaries act as gatekeepers for their maintenance

4. Observation of basic git etiquette (Not merging your own PR, don't force push, always go through PRs)
