[Vote] Bylaw Ammendment for Expulsion Votes

Hi all,


It’s been over two weeks so it’s time to put this to a vote. Pull request/bylaw changes: https://github.com/php-fig/fig-standards/pull/765/files (I recommend you view rendered).


The tl;dr of the amendment is voting representatives cannot vote in their own expulsion vote.


The vote will end in two weeks on the 27th June at 11:59pm UTC and another secretary [not me] will, as per the bylaws, be responsible for this vote and its discussion moderation.

I still think that we should explicitly state in the bylaws that the secretaries can’t arbitrary decide who can and can’t vote. Had that line been added in I would have voted +1.

Why: I believe that if it's the project and not a person who is the power behind the vote, than the project may decide they don't want their representative to be replaced. This means that the project should STILL get a vote on the matter regardless. Think of it in the context of a parlament: When a motion is put forward to impeach the prime minister, his party STILL gets to vote on the matter.
