HTTP Interop created

In light of recent discussions regarding having an interop group for
working PSR-15 and PSR-17, I have created an interop group at
https://github.com/http-interop

As we work through the details regarding what the interfaces for
PSR-15 and PSR-17 should look like this will serve as the working
draft for code.

I have invited all of the contributors to this organization and
created two teams, one for each PSR, and given both groups admin
rights to the respective repositories. I have also invited Matthew
Weier O'Phinney as a contributor to the http-factory-diactoros project
in case he decides to work on the implementation. I am open to
creating additional repositories for member projects that may also
implement the HTTP Factory spec; please contact me if you want a
repository created.

Hopefully this is an acceptable solution for all involved while we
hash out the separation of concerns, naming, and signatures for
methods.

Sorry about that, Roman. I accidentally put you in the wrong group initially and canceled your invite thinking it was only for that group. You should have a new invite.
