[Secretary][Nomination] Buster Neece

I hereby nominate Buster Neece for PHP-FIG secretary. I've worked with him off and on over the past few years, and he's followed PSRs closely in his AzuraCast app. He's expressed interest in being involved with FIG as a secretary at this point, and I believe he has the interest and availability to perform in the secretary role better than I have.

In related news, I will not be seeking re-election as secretary. I'll assist as needed for transferring responsibilities to my replacement of course.
