[PSR-5] Working Group Formation

A new working group for PSR-5 is outlined in PR#1026.

Is it possible to get the PR merged, and an entrance vote initiated to return it to Draft status?

The sponsor, which in this case should be Michael, has to call the vote on that. When the vote passes, the WG is officially formed.
In any case, that shouldn't stop you from working on the draft anyway, as the content of it shouldn't matter in regard of the vote, which is only about the willingness of having a PSR on that topic.

Yes indeed, and we have been discussing the open PRs so far.  

Trying to nudge the WG formation formality along is just an "administrative" task that this email was attempting to nudge along 😁 ... pinging from the PR itself has been ineffective, so I thought a dedicated email might help.

I'd say this qualifies as the start of discussion, so in 2 weeks, assuming you
have the necessary people together, call an Entrance Vote that basically boils
down to "merge this PR with new people".

I'm pretty sure it would be quickly unanimous, just as PSR-14 was.
