"Donald Cameron MSP" (who is to be a junior minister in the Scottish Office and a peer) is Donald Andrew John Cameron of Lochiel b 26 Nov 1976, Chief of Clan Cameron and 28th Lochiel.  His mother was a d of the 12th Marquess of Lothian and he is m to a niece of the 3rd Baron Maclay.

In the past Camerons of Lochiel would probably have declined a peerage-they were quite comfortable being clan chiefs.
That doesn't mean they weren't honoured-Cameron of Lochiel's grandfather was a knight of the thistle as was his great grandfather.
They were also well connected-the 24th chief married a daughter of the 5th Duke of Buccleuch and the 25th a daughter of the 5th Duke of Montrose.
Cameron of Lochiel has the 10th Duke of Buccleuch as his uncle and the 12th Duke of Grafton as his first cousin.

One thing to note(and it was not raised in the  debate over the Succession to Peerages and Baronetcies Bill) is why it is necessary to alter succession rights if the person is otherwise worthy to become a peer,as there is no reason for them not to be created one.

This afternoon Donald Cameron took his seat in the House of Lords. His peerage has not yet been gazetted and the following details come from the webcast of the proceedings:
Donald Andrew John Cameron of Lochiel created, by letters patent dated 4 March, Lord Cameron of Lochiel, of Achnacarry in the County of Inverness.
According to Wikipedia, Achnacarry "has a long association with Clan Cameron": https://en.wikipedia.org/wiki/Achnacarry
The new Lord Cameron's supporters were Lord Cameron of Dillington and Lord Cameron of Chipping Norton!

THE KING has been pleased by Letters Patent under the Great Seal of the Realm dated 4 March 2024 to confer the dignity of a Barony of the United Kingdom for life upon Donald Andrew John Cameron of Lochiel, by the name, style and title of BARON CAMERON OF LOCHIEL, of Achnacarry in the County of Inverness.
