I have a 3.5  Mercury  4 stroke  outboard  that is very   hard starting , once its running it will run the tank dry ...But it is so hard to pull  start ... I have been starting  lawn   equipment and outboards for 40 years and this motor is very hard to start .It takes a real whip to get this motor started .Does  any one have  any experience with this motor ?

all motors below 30hp are basically made by Tohatsu, and mine was a real bitch to start cold all the time until I found something on the net. When cold, you have to pump the tank ball, open the choke full, as usual, but turn the throttle to FULLY open. Mine starts now within 2 pulls every time that way. when warm, I use just a touch of choke with the throttle on the restart position, and again works well. Good luck!!!

Rather than tear up your arm, starter rope and mechanism, keep a spray can of starting fluid handy.  A quick spray..like 1 sec or less  in the carb will get it going.

If you have run the fuel out of the carburetor bowl by shutting the fuel supply valve off, chichis a great idea if you use gasoline containing ethanol, you need to give it a couple of minutes for the carburetor bowl to fill before wasting a lot of energy pulling it over while it has insufficient fuel. Both fuel line and carb bowl must be full to get a satisfying first pull start. The other common mistake with small Tohatsu Mercury motors is overfilling the oil reservoir. The sight window should only appear half full, an overfilled reservoir will leak into the combustion chamber when the motor is in its proper storage position. Use a god synthetic oil, the aluminum cylinder scores easily.
