Can PDFium render to HTML?

Hi all. I have a newbie question. I know PDFium can render a PDF to a bitmap. But isn't it also used for GMail PDF preview? That produces HTML, with individual DOM elements for each object in the PDF. Is this PDFium output as well?

More generally, I'm interested in having a searchable PDF in the browser. PDF.js seems like a possibility, but I wonder if PDFium is better.

No this isn't from PDFium.
