Where is SPPM?

In the book it says the online version contains an implementation of the SPPM algorithm, but it seems to be missing...

Yes, unfortunately we have not yet gotten through the work to get the extended version of the book online. So there are surely various misstatements like that in the text that is up there. For what it’s worth, most of the stuff that will be on-line only is minimally changed from the third edition, so referring to https://www.pbr-book.org/3ed-2018/contents should give you most of what the updated version will eventually be.
