Although I agree with a majority the contents listed below ( by Mr . Buffet ? ) , I think a very IMPORTENT addition MUST be made .PLEASE READ this entire email . ---- After a Congressman leaves office he / she will be prohibited from becoming a lobbyist whose activities ( lobbying )  are directed to any member of Congress and/or their staff ----or towards any other elected national  officers / officials .  This prohibition will remain in effect for a minimum of three years .


 

Even though I am not a great fan of Mr. Buffet I do agree with this:

*Congressional Reform Act of 2013

 

1. No Tenure / No Pension.

 

A Congressman/woman collects a salary while in office and receives no pay when they're out of office.

 

2. Congress (past, present & future) participates in Social Security.

 

All funds in the Congressional retirement fund move to the Social Security system immediately. All future funds flow into the Social Security system and Congress participates with the American people. It may not be used for any other purpose.

 

3. Congress can purchase their own retirement plan, just as all Americans do.

 

4. Congress will no longer vote themselves a pay raise. Congressional pay will rise by the lower of CPI or 3%.

 

5. Congress loses their current health care system and participates in the same health care system as the American people.

 

6. Congress must equally abide by all laws they impose on the American people.

 

7. All contracts with past and present Congressmen/women are void effective 12/31/13. The American people did not make this contract with Congressmen/women.

 

Congressmen/women made all these contracts for themselves. Serving in Congress is an honor not a career. The Founding Fathers envisioned citizen legislators, so ours should serve their term(s), then go home and back to work.

 

If each person contacts a minimum of twenty people then it will only take three days for most people (in the U.S. ) to receive the message. Don't you think it's time?

A visit to Snopes.com says this "Congressionla Reform Act" " has nothing to do with Warren Buffett." It "began circulating on the Internet in October 2009 as the 'Congressional Reform Act of 2009.' In a nutshell, what is presented as a proposed 28th amendment to the U.S. Constitution isn’t something that has been put forward by any member of Congress and thus is nothing more than a bit of Internet-based politicking. For the non-nutshell version, our article about the supposed 28th amendment deals with the item in depth.Snopes does, however, confirm that Buffett said:that he could end the deficit by passing "a law that says anytime there is a deficit of more than 3% of GDP, all sitting members of Congress are ineligible for re-election."

I imagine that, if something like this were to pass, somebody would ensure that it apply to civil service employees, as well.  I recall a law passed back in the late 1980s/early 1990s which restricted the honoraria that members of Congress were allowed to earn from outside speaking engagements and the like.  In agreeing to that limitation, Congress required that it also apply to folks like us.  Thus, absent a formal contract, a civil servant couldn't earn a fee for speaking or writing even about subjects entirely unrelated to his or her occupation.  Does anybody else recall this?  Is my recollection accurate?  As a grateful and selfish recipient of CSRS largess, I'd hate like hell to see my paltry but blessedly reliable retirement income endangered.

You remember correctly.
I had some paid writing assignments turned into free contributions by me. The fees meant less then the recognition, but I could have used the fees, too -- a GS-9 salary isn't spectacular..

Quite possible it would apply to civil servants and not to Congress.  You are correct Hank in your recollection.
