New Maintainer: Christopher Neugebauer

Hello,

Please welcome our newest Pants Maintainer, Christopher Neugebauer!

Christopher's proudest contribution is adding support for M1s / Apple Silicon. He's also been pivotal to Pants 2.7's tool lockfile feature and the upcoming Java support. In addition, Christopher has advocated for the Pants project several times, including MCing talks about Pants at Pycon 2021 and the 2021 Build Meetup.

Given Christopher's contributions, we're excited for him to join the core Maintainer group.
