Packer v 1.5.4 released

Hi Packer Community,

We've released a v1.5.4 because of OSX binary signing issues on v1.5.3. Rather than cause checksumming confusion we've just packaged a fix into a new release. 1.5.3 and 1.5.4 are identical, feature-wise, so if you aren't on OSX Catalina you should be able to use either one.
