I am working on packer with photon 3 (VMware VM). According to https://vmware.github.io/photon/assets/files/html/3.0/photon_user/kickstart.html, it seems that the ks=<kickstart file> can only be http and iso, not from local file system like CentOS and Ubunto. From what I can find online for those limited examples it seems to be the case. Just wanted to conform.

Thanks,

Jz

PhotonOS is done my VMWare, so a definitive answer will came from them, or their documentation.

However I happen to pass cross a photon project once and they used packer http server + boot command to said http server

not sure if this helps you
