Azure SQL 2016 VM Image(mount points on different Drives)

Hi Team

I need some help on Azure SQL VM Image creation.

I am creating Windows 2016 with SQL 2016 VM using packer. But I am having issue in mount points,
All mount points Data, Logs, TempDB, etc are going in C:\ Drive for now, where I am looking each one in different drive. Please help to achieve this.

can someone share if there is any existing working packer file and related files
