apt package configuration issues (through late_command) in debian 10 based ISO (virtualbox-iso)

Tools and platform details:

Platform : Debian 10 (64 bit)

Packer version : 1.2.1

Virtualbox version : 5.2.24

 Hi,

I'm trying to generate (virtualbox-iso) based OVA from our product ISO, it is giving error while running late_commnad from preseed, strange thing is it works fine for Debian 9 based ISO. Preseed is part of product ISO. I'v tried to search and debug in several ways but no clue as to why it is giving such error.

Does somebody have a clue?
