Is there any plan for adding a builder for OpenNetworkLinux(ONL) images?

Not that I aware of. And builders run on the cloud/VM engine it targets.

You could use Packer for creating a reproducible build by using a builder (e.g. virtualbox-iso) and the use provisioners to create the ONL image in the guest and finaly artifice pos-processor to replace the artifact with the ONL image. This gives you a completely encapsulate build that can run on any system with VirtualBox and Packer installed.
