Where does packer get the iso for this???

I want to always upload the latest version of vmware Tools rather than relying on an older version and then updating the machine.

It's closed source and is copied from your installation of VMware (Fusion/Workstation/Player), since it's not freely distributable. There is now a OSS variant "open VMware tools" available https://github.com/vmware/open-vm-tools/ which is recommended to use for Linux guests.
