Baking SSH keys into AMI

If I want to include multiple ssh keys in my AMI, what would be the best way to do this? I was thinking of just using file provisioner to upload multiple keys to the ~/.ssh directory. Is that right, is there a better way to do this?

We currently us an ansible playbook that install a list of keys
