Packer vsphere-clone builder uses vSphere API through govmomi?

I am new to Packer vmware builder. Having a fundamental question - in vsphere-clone builder, it says it uses vsphere api. I assume it is soap api and not rest api. Also the builder uses govmomi to use soap call to work with vcenter, is this correct?
