Releasing Packer version 1.3.2

Hello Packer Community!

Packer version 1.3.2 is out. 🎃

For Halloween, we and the community spent a lot of time squashing juicy bugs and adding various features to Packer.

A few examples:

* We fixed some spooky errors with deadlocks in the recently-added progress bar feature

* Packer now has a shiny fresh Hetzner Cloud builder, directly imported from Bavaria.

* The Amazon builder now validates a region querying available regions from your credentials.
