I want to Shutdown windows with sysprep in the provisioning phase without failing

I want to Shutdown windows with sysprep in the provisioning phase without failing and still create an ami.

The use case is I need a specific sysprep
The sysprep will shutdown windows
and I don't want packer to treat this as a failure 

??? how can I do this

Check out the option "disable_stop_instance" which was designed for exactly your use case :) https://www.packer.io/docs/builders/amazon-ebs.html#disable_stop_instance
