Very New to Packer Arm Deployment failing but no "easy" explanation

Hello,

I'm sure I'm just probably missing something "Easy" but I'm new to the platform and I was hoping someone could help   I'm tryinto to deploy a Windows template from the many examples out there and my template "seems" to pass ut I get an odd message

When I look at the error message in Azure I just get a real general failed Write even though it "seems" I have the correct permissions.  I'm relatively new to Azure and very new to packer and I was wondering what the best way is to try to figure this out.  I can certainly include more information if its needed.  Has anyone run into this message before?
