Chef Reboot resource Not Supported

In chef-client provisioner, I am not able to use the chef reboot resource present in my chef recipes. I am getting the error : "Error executing Chef: Non-zero exit status: 35" .. Can you please confirm if packer supports chef windows reboot ?
