Packer Openstack Builders - Specify Subnet

I have a network in openstack that has 4 different subnets.  One subnet does not have a gateway to my external network, and therefore cannot be assigned Floating IPs.  So,  I don't want my Packer builder instance to ever be created in that subnet.  However, for the life of me, I can't see how to specify the CIDR range or subnet that my packer builder instance should be created within. I see the ability to specify  "networks" and "floating_ip_pool" in the builder, but nothing for subnets.
