Creating a Azure vhd/image using Packer

I am trying to get a Azure vm images (either vhd or Azure image) however need to use the custom images (ISO). I have tried with builder hyper-v, however i am getting a .vhdx file output where it is supported by Azure. Is it possible to Use Packer for Custom Azure images. #PaidGig
