Hi Hennie I spoke to my LR mechanic and apparently it was for a pipe to the fuel cooler but on the early Discovery automatics but remained on later models and blanked off. All I know it is that outlet and the rubber pipe connection to the turbo that have been a cause for many a TD5 engine water leak as the turbo heat evaporates any water egress making it difficult to identify.
