Today I was adding a few new states, Maryland and Virginia, and it seems like there is more detail being added. Also the "flag" showing which states have been downloaded is Green not orange. Is something different?
Also it is very slow loading the map after it is downloaded.

I don't understand "it seems like there is more detail being added". It
is better to state what you actually see and what you might expect,
rather than to give a summary.

If by flag you mean the icon on the right of the map name on the
download page, it is orange if out of date and green if up to date,
relative to the manifest of regions/dates that is downloaded. Look at
the dates under the maps, and look at the "local" vs "updates" tab.
Note that updates will only show the maps that 1) are installed and 2)
have a newer version available.

The first time a map is loaded it is indexed to enable searching over all maps.
On subsequent loads/program starts that should not happen.

Thanks Greg. As for more detail it "send" like more green areas, parks?, are visible now vs. before. I will look at the "local vs. updates.
Thanks again!

People edit OSM all the time so maps get better over time. Usually
month to month it is not really noticeable, except perhaps in some
smallish area where a mapper did a lot, or there was an import. Over 1
year, and certainly over 5, the changes are huge.

FWIW: To avoid server load, I refresh my own state's map monthly,
because that's where I use it to navigate, and to know what needs
updating on OSM. Other places, I basically let be until maybe once a
year or until I have a particular need for a fresh map. That's my
personal approach; not saying it's a norm or accepted best practice.
