Can't install custom package in iOS app

Using OsmAnd 4.2.1  on iOS 14.8.1

When I try to install a custom package I get an error message titled "Import Failed" with the following text "The specified file cannot be imported".

I first tried with a custom package I wrote, but I have also tried with the Test Plugin available on Google drive.  In both cases I uploaded the plugin to my web site, opened the URL of the plugin in Safari, downloaded the plugin, and then clicked the download to install it.  OsmAnd opened, but with the error message I wrote above. (Some months ago I did manage to install my custom package using this procedure)
