offline maps

I downloaded maps that I accidentally deleted from my smartphone. Is there any way to recover them without downloading them a second time?

If I understood you right, that you downloaded maps and afterwards deleted them accidentally, then on Android certainly you can't recover them (can't say for iOS). There are only rare cases like you are using a special file manager, that itself provides a recycle bin (don't want to make advertisement for a specific one).
