I have OsmAnd installed on 2 android phones. When I go to export a GPX track using My Places > Tracks > Share I note that the list of sharing apps is not the same in each phone. How can I edit/add to that list?

OsmAnd versions and needed apps have the same version on both devices?

No, different versions; 3.9.10 on an old Moto X with Android 6 and 4.08 on a Moto G+ with Android 8.1. But I wouldn't expect OsmAnd to sync data between devices in any case. What I want is an email app (Yahoo Mail) that is on the Moto G share menu but not on the Moto X.

Duh, right after I posted I realized the reason there is no Yahoo share option is that I don't have it installed on that phone. Sorry for the waste of time and thanks for the response.
