How do you categorise Hubs ?

In Wales and probably England existing public buildings are being redesigned for multi agency use . ie police, library, social services etc. What building type should I use? Thanks

I would guess building=public and then mark amenity=library where that is, etc. You might get a better answer on help.openstreetmap.org
